This needs further investigation. It was listed in 'Attractions in Virginia Beach (2002) but seems not to be found anymore. This does not seem to be Virginia Beach Amusement Park nor other known tiny amusement parks as none other claim to have a Carousel.

There now does seem to be a Virginia Beach Amusement Park also known as 15th Street and in same area as this Carousel.
